Abstract. This article considers civil rights and obligations as the basis of a just and orderly society. These rights and obligations are established not arbitrarily, but through legal foundations that ensure justice, equality and individual freedoms, and studies the importance of legal facts in shaping the origin, development and protection of civil rights and obligations.
